Your permit runs through Westlake City Hall, not the parish office. The City of Westlake operates its own Permits and Licensing office, with a city permit clerk at 1001 Bob Hardey Drive. Inside city limits, that is where the paperwork gets filed, not the parish office across the river. Ask which office a bidder files with, and get the permit number onto the quote. A crew that works Westlake regularly answers that in one sentence.

Louisiana makes your installer document the job, so ask to see the certificate. Section R401.3 of the Louisiana Energy Coderequires a State of Louisiana Insulation Certificate to be permanently posted in a utility area of the house. It records the area insulated, total R-value, installed thickness, spray foam density in pounds per cubic foot, and whether ignition and thermal barriers were provided. The packet that goes to the permitting office adds the foam safety data sheets, product technical data sheets, the applicator's training certificate from the manufacturer or the SPFA, and a blower door performance report from a third-party provider. That list is a free vetting tool. Ask each bidder to walk you through the certificate they will post and the blower door number they expect to hit.

Code minimum is R-38. The number worth paying for is R-49. All of Louisiana sits in Climate Zone 2. Table R402.1.3 of the Louisiana Energy Code sets the prescriptive minimum at ceiling R-38, wood frame wall R-13 (or R-0 plus R-10 continuous), and floor R-13. ENERGY STAR recommends R49 for an uninsulated attic floor in Zone 2, and R38 where 3 to 4 inches of insulation are already up there. So R-38 passes inspection and R-49 is what actually moves a July electric bill. Open-cell foam delivers roughly R-3.6 to R-3.8 per inch, which puts R-49 at about 13 to 14 inches. Closed-cell runs about R-6.5 per inch, so the same target lands near 7 to 8 inches. Make every bid state its target thickness and R-value in writing, or you are comparing a code-minimum job against a performance job on price alone.

Closed-cell is the default across the river, for the same reason it is in Lake Charles. Westlake carries the same Gulf humidity load as Lake Charles, and humidity decides foam type here. Closed-cell acts as an air barrier and a vapor retarder in a single pass, which stops humid air from reaching a cooled surface inside the assembly and condensing there. A U.S. Department of Energy Building America project in Louisiana built HERS-65 homes on pier foundations using closed-cell spray foam in the attic, walls, and under floor alongside hurricane strapping and wind-resistant sheathing. Open-cell spray foam still earns its place on interior walls and budget attic jobs where the roof and drainage are sound, but on a Westlake roof deck closed-cell is the default.

If your ducts run through the attic, foam the roof deck instead of the floor. Most older Westlake homes have the air handler and ductwork in a vented attic that hits 130 degrees on a July afternoon. Spraying the underside of the roof deck brings that whole volume inside the thermal envelope, so the ducts stop leaking cooled air into an oven. Attic spray foam done this way creates an unvented assembly, so the soffit and ridge vents get sealed and the detailing has to be right. Done right it moves a summer bill more than anything short of replacing the system.

The certificate has a line for your crawl space, and that line is where cheap jobs go blank. The state form breaks out the band joist, the area under the first floor, and the crawl space walls as separate rows. Westlake has a lot of raised, pier-set housing, so those rows matter here. An open crawl feeds ground moisture into the subfloor all year, and you read it in the floor first: boards that cup, an odor that returns every summer. The Building America project above put closed-cell under the floor for that reason. Crawl space encapsulation with foam at the rim joists closes the path. Expect $1,500 to $3,200 on a 1,000 square foot crawl.

Metal buildings need foam because the panel itself is the problem. Shops and warehouses around Westlake share one failure mode. Bare steel drops below the dew point the moment a humid morning meets a cooled interior, and water forms on the inside face of the panel. Batt hung in front of that gap does not prevent it. It gets wet, loses most of its rated R-value, and pulls away from the girts inside a couple of seasons. Closed-cell sprayed onto the panel removes the gap, so no cool surface is left for moist air to reach. Commercial spray foam generally lands between $4,000 and $14,000, with wall height driving it as much as floor area.

On a new build, the certificate is the reason to book the foam crew early. New construction spray foam goes in at rough-in, after mechanicals and before drywall. The posted certificate has to name the general contractor's license number, the insulation firm, the applicator, the product, and the batch number. That gets filled out correctly when the installer is scheduled deliberately, not squeezed in a day ahead of the drywall crew. If you are finishing storm repairs instead, a retrofit while the cavities are open costs a fraction of reopening finished walls later.

What to do next. Get a written quote showing square footage, foam type, target thickness, total board feet, and who is pulling the permit, then price it against the ranges below.
